Ohio House Bill 362, enacted this summer, brought some changes to the Ohio Teacher Evaluation System (OTES). In response to these changes, the teachers and administrators who make up Shaker’s Teacher Evaluation Team collaborated to alter the process that will be used in the District beginning in 2014-15.
The legislation allows less frequent formal evaluation of teachers receiving ratings of Skilled or Accomplished. Our team made some additional changes to reflect the needs of the District and the feedback received from teachers and administrators after the first year of using OTES. At this time, percentages used to calculate the final teacher rating at 50% teacher performance and 50% student growth measures will remain the same and will be reviewed within the guidelines of the laws at the end of the year.
Teachers receiving a Skilled final rating will now receive formal evaluations every two years, and teachers who earn an Accomplished final rating will be on a three-year cycle for formal evaluation. Informal observations, including Annual Professional Growth Plans, pre-observation meeting, observation, and post-observation meeting, will occur in non-formal evaluation years. Because of state requirements, Student Growth Measures will also be determined during informal observation years. Please see the attachment for details.
Our administrative team and Association are committed to making the teacher evaluation process as meaningful and fair as possible, to support the professional growth of our staff.
We want to thank the members of the Teacher Evaluation Committee for their thoughtful, collaborative work. They have based their deliberations on a great deal of feedback from staff members, as well as the legislative changes. We believe that the changes to be implemented in 2014-15 represent significant improvement over last year’s process.
